TOWN CENTRE IMPROVEMENTS
The Healthcheck carried out for the Saffron Walden Initiative in 2004 identified the need to create a pedestrian friendly town centre. This was followed up by the Initiative successfully applying for a grant of £3,000 from Uttlesford Futures which enabled a local architect, John Ready, to conduct a town centre improvement feasibility study. This included desk-top studies, visits to 15 market towns and cities in the UK and on the Continent and a survey of delivery and servicing requirements of town centre businesses.

The resulting feasibility scheme involved introducing a 20mph zone for the whole of the town centre, widening pavements where practical, introducing pinch points for pedestrian crossings and re-designing traffic flow in Market Place to create an area of the Square which would have no traffic.

This scheme was first presented to the public in late 2004 at a public meeting and exhibition held in the Town Hall. John Ready subsequently had discussions with the Town Clerk, UDC Planning Department, Essex County Council Highways, Uttlesford Access Group, the taxi trade, market traders, Eaden Lilley and Essex Fire Brigade.

Presentations were made by John Ready to Uttlesford Futures, Saffron Walden Town Council, Uttlesford District Council Transport and Highways Committee, Saffron Walden Partnership Board, Uttlesford District Council North Area Forum, Saffron Walden Town Centre Working Group and Uttlesford District Council Environment Committee.

The first stage of the improvements was carried out in Spring 2009 with the re-surfacing of Market Place, the provision of disabled parking bays outside the Library and the widening of the pavement on the north side of the square with the installation of three new seats.
